What is this project about?
The Affordable Housing Opportunities Project proposes land use map changes for 19 sites dispersed across the city that are owned by nonprofit housing providers or public agencies. The proposed land use map changes include amendments to the Comprehensive Plan Map and Zoning Map to expand opportunities for affordable housing development and community services, or in some cases, support preservation and upgrades to existing affordable housing or services.
This project is an important component of Portland’s Housing Production Strategy and is listed as a key action item to promote affordable housing.
This project focuses on properties owned by nonprofit housing providers and public agencies to create and preserve more options for affordable housing. These organizations play a critical role in delivering and preserving affordable housing, and AHOP aims to remove zoning barriers to help them do more.

Testify orally at the Council Committee hearing.
The hearing will be held on January 27 at noon. The hearing will be held in a hybrid format with options to participate either in person at City Hall, 1221 SW 4th Avenue, Council Chambers, or virtually using a computer, mobile device, or telephone. You must sign up in advance to testify. Registration for virtual testimony closes one hour prior to the Council meeting. In-person testifiers must sign up before the agenda item is heard. You can register online or over the phone by calling 311. The agenda and a link to the oral testimony registration will be available the Thursday before the hearing at portland.gov/auditor/council-clerk/events.

What happens next?
The City Council Committee will consider public testimony on this proposal. The Committee will then forward a recommendation to City Council for consideration and additional public review and testimony.
